browse the location of sublime package folder
C:\Program Files\Sublime Text 3\Packages>
then
git clone https://github.com/BrainBuzzer/vuejs-sublime-complete.git
NB make sure you have git bash installed on your windows
Then open sublime goto prefrences>package control
search for PACKAGE CONTROL: install package , click on it.
wait for around 1 min for it to complete searching.
search for Vue syntax highlight , click on it to install.
wait for around 1 min for it to complete installing.
